upon him; and he agrees with me (in fact he had been intending
to write officially himself on the subject) that additional
assistance must be given him. What he really requires is a
competent Executive Engineer of considerable experience whose
special duty it would be to supervise and alvise on work under
the new Ordinance, to frame and supervise the carrying out of
schemes of improvement, and to advise the Director of Public
Works on the laying out of new areas.

For such an Officer the salary of the
Senior Executive Engineer would be no more than adequate (£480
to £300) and I recommend that the Secretary of State be asked
to allow the addition of such an Officer to the Public Works
as

Department Staff from 1.1.1904 and that an Officer be selected
to leave England as soon after that date as possible.
